Patch 8.6 timing
So it was correct that I posted that patch 8.6 is coming “on Thursday”. Today there was a confirmation that indeed it is today (20th of June 2019) for pre-launch servers. This means, most likely, that all remaining servers will have the patch next week.

Entry
[Dragonchant] – [Skills]
Description
In consideration of the poor interaction between Dragonchant and Character skills in terms of damage, coherence, balancing and differentiation, it is decided that the Dragonchant skill system shall be redone. The optimization aims to combine the two types of skills and add new ones to improve skill damage and comprehensibility.
Original setups:
New Wartune Patch 8.6 Dragonchant Skills Interface
- Combines freeze with enchantment into one skill set. Now there are 5 types of active skills after the combination.
- Consolidate and streamline the original passive skills into one general set shared by all specializations. Now there are a 5 types of passive skills after the consolidation.
- Players may choose to distribute their skill points to PVE or PVP sets, as they prefer.
Skill Points Distribution
How to learn a skill?
- Click the “+” button to spend one skill point and learn the skill. Different skills may require different points to master. The corresponding skill icon will be lightened up after completion of learning.
- When a skill is learned and the remaining skill points are more than zero, available follow-up skills will be highlighted by an indicative arrow and a solid-lined frame. All tier 1 skills are learned by default without costing any skill points. When a skill is reset, the corresponding tier 1 skills will be kept.
- Reset skill points to revamp all currently activated skills.
Skill Types
- There are 1, 2, 3, 4, 5 active skills and one passive skill, a total of 6 skills, available, among which 1-5 skills of tier 1 shall be allocated to hotkeys 1-5 respectively.
- Players may set skill hotkeys as they prefer.
Save Skills
- A total of 3 skill sets are available and the 1st one is activated by default. When switched, the skill hotkeys will be replaced simultaneously and a piece of yellow highlighted information will be displayed on central screen indicating that skills have been switched to Set 2.
- When a player opens the panel, the 1st or the currently activated set will be the active set by default.
- It takes Balens to activate a new skill set.
Skill Effects
New Effects
1. Passive:
- Fixed Buffs: Decreases all enemy units HP, ATK and Defense,or increases self HP, ATK and Defense.
- Random buff/debuffs: Chances to restore self HP or increase self Crit, or dispel debuffs, or add flame.
Passive skills of the Dragonchant cannot stack between party members.
2. Active:
Attack an enemy unit and add flames to the target. The flame explodes when it stacks to 5 and causes damage in percentage to caster’s ATK; or, attack an enemy unit and add flames to the target. The target gets 1 debuffs (Chaos/Amnesia – forget 3 skills/decreased awakening point) by random when flame stacks to 5 and reset flames to 0 thereafter.
When flames stack to 5, the next enemy unit will explode before it makes a move and receive debuffs after the move.
Whether it causes explosion or inflicts debuffs to an enemy unit, it will be determined by the skill/buff which the last flame gives to the caster.

Balens, not Bound Balens, are required to activate Skill Set 2 & 3.
That was the official guide, I guess they changed their mind. I removed the Bound Balens as you are right the game only allows unbound Balens.
Cheers,
